During a session at the Institute of National Security Studies, the Minister for Foreign Affairs of the occupation, Yair Lapid, suggested the "Economy for Security" plan with the Gaza Strip, while the Institute's researchers laid down 7 conditions for the success of its plan, most notably the cessation of Hamas arms, the strengthening of the Authority's control over the occupied bank and the deepening of the international commitment to the reconstruction of Gaza.
