In the preliminary reading, the general authority of Knesset ratified imposing the death penalty on the Palestinian prisoners who carried out fedayeen operations.

The law stipulates that the court is obligated to impose the death penalty on "whoever commits a racially motivated murder offense with the aim of compromising the security of Israel."

The Ministerial Committee for Legislation decided to conduct deliberations in Cabinet after preliminary ratification of this law.
