In a report on the water situation in the West Bank, the Israeli newspaper Haaretz acknowledged that illegal Israrli settlers are reaping the benefits of wells under the occupation while there is a real water crisis in West Bank cities and villages that coincides with the rise in temperatures.
Since the start of this summer, the West Bank has experienced severe water shortages. Because of the occupation's control over 80% of its water resources and the presence of 500,000 settlers there, which are connected to Israel's water system via an advanced water supply network. The Palestinian cities, however, are far from that.

Ghoneim stated that the Israeli water corporation had cut the water supply to Bethlehem and Hebron by 25% over the previous nine weeks. Additionally, the occupation is completely in charge of civil and security matters, and Palestinians are not allowed to drill or deepen wells without permission.
