By 2050, the occupied West Bank will have one million illegal settlers, up from 170,000 under Israel's occupation.
As part of the plan, new cities, industrial zones, a hospital, railway, and airport will be established. Additionally, the number of illegal settlements will grow and be converted into cities, streets will be expanded, and a medical center will be established.
In order to develop the plan covertly for over a year and increase the number of illegal settlers over the ensuing thirty years, the Settlement Council engaged the assistance of experienced engineers and advisors.
There are plans to build two more significant cities: "Shmir" in the southern and central West Bank, which would house 100,000 illegal settlers, and "Ta 'nakh" in the northern occupied West Bank, which will house 30,000 illegal settlers, with plans to develop numerous more towns.
