The United Nations Security Council discussed the items of the peace plan presented by the PA President Mahmoud Abbas on February 20, 2018.
The local Wafa agency issued the plan which included: First, calling for the holding of an international peace conference in mid-2018 in accordance with the resolutions of the international legitimacy.
The expected outcomes were recognizing Palestine as a member in the UN, mutually recognizing the state of Palestine and ‘Israel’ along the 1967 borders, and building an international mechanism that assists in negotiations between the two parties.
Second, the plan called for stopping all parties from doing unilateral actions during the negotiation period. The priority must be the cessation of settlement activities in the West Bank and the eastern side of occupied Al-Quds, and the suspension of the United States’ decision to transfer its embassy to Al-Quds.
Third, the Arab Peace Initiative must be implemented and a regional agreement must be concluded after reaching a peace treaty between the Palestinians and 'Israelis’.
In addition, should negotiations start, the PA must abide by the international law, the resolutions of international legitimacy, the two-state resolution, and the recognition of the eastern part of Al-Quds as the capital of Palestine along 1967 borders.
The PA is also committed to accept, with the consent of both parties, a slight exchange of land equal in value and characteristics. In addition, the eastern side of Al-Quds should be opened for the three faiths while securing the two States without prejudice to the sovereignty and independence of either of them, through the presence of an international third party.
Finally, the Palestinian refugees' rights must be protected and a just solution must be reached while maintaining the international commitment to supporting the UNRWA.
